At FOSDEM earlier this year, the Open Source Initiative (OSI) and AboutCode formalized their collaboration through a Memorandum of Understanding (MoU). This agreement delegates the day-to-day operations of ClearlyDefined to AboutCode, ensuring the project’s long-term sustainability, continued development, and broader impact across the Open Source ecosystem.

ClearlyDefined has long served as a community resource for Open Source software origin and license metadata. With AboutCode’s leadership and deep expertise in Open Source tooling, data, and standards for software supply chains, the project is now positioned to evolve and scale in new ways.

This post outlines a proposed three-year roadmap developed by AboutCode in collaboration with the community to strengthen ClearlyDefined’s technical foundations, expand its capabilities, and grow its global adoption.

Goals of the Proposal

The roadmap is designed to address key challenges while positioning ClearlyDefined for long-term success. The proposal focuses on several foundational changes to improve efficiency and reach:

Themes by Year

The roadmap is structured around three phases, each with a distinct focus:

2026: Strengthening the Foundation

2027: Expanding Architecture and Use Cases

2028: Delivering Advanced Capabilities

In parallel, ongoing work will support infrastructure maintenance, data quality, and community engagement throughout all three years.

The Six Core Objectives

The roadmap organizes its deliverables around six key objectives:

1) Create better license and package scans, faster and more efficiently

2) Reduce technical debt

3) Shared scans for shared costs

4) Integrate PURL and SBOM for easier interoperability

5) Improve curation processes and user experience

6) Support for more use cases

These objectives reflect a balance between technical modernization, ecosystem collaboration, and expanded functionality.

Looking Ahead

ClearlyDefined is a collaborative effort, and this roadmap reinforces that vision.
